Pell City Council looks to finalize road maintenance list

The Pell City Council tabled finalizing the list of private subdivision, properties outside city limits and paved driveways within the city.

In December a paving list was presented to the council. City Manager Brian Muenger, said there were “hundreds” of roads segments that were presented that are not the responsibility of the city. However, those roads were inventoried so the council can understand them and their history to determine who’s responsibility it is to maintain them.

“Hopefully at the next meeting they will adopt a maintenance list, and, really, that’s the culmination of hundreds of hours of research going back through council minutes, subdivision plats and things the county has acknowledged,” said Muenger.

He also said the assessments of some of those areas can be difficult because the history of certain paved paths may not have been properly documented. This is most likely to happen with a few acres of land someone has acquired and established a “family subdivision” on.

“Where you deeded a few acres of land to somebody and then a road is made, a driveway. You get tar and gravel. 20 years from now, those people might not be the same people and look up and say ‘oh that’s a paved road, when is the city going to fix my road?’” said Muenger.

It can also be complicated due to the nature of the report, which also shared roads that were on the outskirts of city limits. Muenger said it can be difficult because the city isn’t just straight lines and it can be abnormal in certain spots.

Muenger said, going forward, it’s important for the city to properly determine what types of roads actually fall under city responsibility.

“We need records of those type things so we know what all of our liabilities are so we can plan appropriately for incrementally addressing all of the roads within the city,” said Muenger.

In other business, the council approved the sale of surplus items that the city no longer needs. The items included six vehicles and 14 2×4 light fixtures. They were posted to govdeals.com to be sold.

The next regularly scheduled Pell City Council meeting will be on March 28 at 5:30 p.m.
