ASPCI announces changes to SNAP program

Beginning Oct. 24 ASPCI will implement changes to its Spay and Neuter Assistance Program (SNAP).

The cost of spay and neuter certificates for dogs will increase to $55.  Certificates will remain $35.  Clients will still be able to purchase vaccinations in conjunction with spay/neuter surgery for an additional $35.  Certificates will only be available at the shelter’s facility located on Airport Road on Thursdays from 1-4 p.m.  The number of certificates for sale each week depends on funds available for this program.  At present 15 certificates will be available for sale per week.  Payments may be made using cash, check or credit/debit card.

An individual wishing to purchase a certificate must present evidence of entitlement to a federal or state program requiring a specific low-income level for eligibility.  Examples of these programs include Medicaid, SSI and Alabama state programs such as food/nutrition aid.  Certificates will only be sold at full price, and may purchase only one certificate per month with a limit of two certificates in a 12-month period.  An individual must be at least 19 years of age to purchase a SNAP certificate.  Only one purchase per household will be allowed in order to make the limited number of certificates available to the highest number of households.

In the official press release, ASPCI said they announce the changes with great regret, but “we anticipate having very limited funds to pay the expenses for this program.  The money ASPCI receives for each certificate does not cover the amount paid to participating veterinarians for surgeries.  St. Clair County contributes $12,000 per year to the SNAP program.

“This allows us to sell many more certificates than we could otherwise manage.  Our volunteers collect and recycle aluminum cans, earning about $6,000 per year for this program.  We are searching for grants from various charitable foundations.  If any money is received from a grant or grants, we will be able to increase the number of certificates available for sale.”
