City council approves bid for Carolyn Street drainage

The Leeds City Council approved a resolution on Tuesday night that addressed storm drainage issues on Carolyn Street.

Frank Spencer, the city engineer, noted that on January 7 he received three bids to replace the storm drain due to blockage. The improvement was budgeted at $20,000. Spencer said the low bid was $18,963 and he recommended that the city award the project to the lowest bidder, Pro-Haul Trucking.“At the intersection of Carolyn Street there are two storm drains

that are completely blocked,” Spencer said. “Water flows across the street and it is a traffic hazard. When we get weather like we have been having, that water freezes.”

He added the corrugated pipe drain had collapsed and that they plan on replacing the drain with a concrete pipe. It will also include an easier to maintain inlet as well as plans to mill the intersection, which will be paved entirely.

“These item was originally budgeted at $5,000,” said Mayor Eric Patterson. “However, when they got in there the problems were immensely more. The bids on this project were as high as $40,000.” He recommended the city council approve the lowest bid in order to complete the project.

Other items included:

• tabling a resolution relating to an environmental assessment of the armory. The assessment will identify hazardous materials at the location before it is destroyed. Councilman Kenneth Washington noted that he believes an assessment had already taken place. The city council voted to table the item for review;

• approving a resolution relating to assessment and zoning certification fees in the amount of $10;

• approving a resolution for a travel request from LPD Chief Ted Cook. Cook will attend Alabama Chief of Police Conference in Montgomery;

• approving a resolution relating to street sweeper repairs at the cost of approximately $7,800. The mayor included that the city had tried to hire a street sweeper after the Christmas parade. However, the situation fell through. The resolution will allow the city’s street sweeper to be repaired for future use throughout the city;

• approving a resolution relating to the 2010 Census. The resolution states that the city will partner with the organization during the census;

• approving a resolution for the deannexation of Alabama Auto Auction; and

• the council met in executive session relating to pending litigation. No actions took place after the session.
