Commission Wraps Issues

The St. Clair County Commission met last week and approved the following items:

* The recommendation of Revenue Commissioner Elizabeth Mealer to enter into an agreement with Birmingham Association of Realtors for the sharing of data and geographic information at no cost to the county.

* A $1,000 contribution to the St. Clair County Soil and Water Conservation District in support of the annual St. Clair County Water Festival for fourth grade students from the St. Clair County and Pell City School Systems.

* A $1,000 contribution to the City of Pell City to support the annual Kid’s Catfish Classic set for June 6 in Lakeside Park.

* The resolution and agreement between the county and Moody for loan amendment was amended. The original resolution and agreement listed the amount due and interest rate incorrectly. The amended version lists the correct amount of $2,558,813.64 and the interest rate of 0.50 percent.

* An agreement with the St. Clair Economic Development Council that splits the cost of engineering a road leading to the proposed Veteran’s Nursing Home location 50/50.

* The hiring of new transportation director Pamela Jowers.

* An agreement with the Alabama Department of Examiners of Public Accounts in the amount of $7,250 to prepare the audit of the federal assistance funds received by the county.

* Judge Seay’s request that $3,000 be paid from the Juvenile Court Services Fund to the St. Clair County Day Program for Juvenile Drug Court Curfew Enforcement.

* The hiring of outside counsel to represent St. Clair County in the cooperative district.

* A motion allowing Sheriff Terry Surles to apply for a COPS grant that would allow the hiring of four additional deputies. The grant, with no local match required, would provide 100 percent of salaries and benefits for additional deputies for three years, with the county assuming responsibility for the deputies at the end of that time period.

* A budget amendment from the general fund in the amount of $7,017. 30 to the probate judge’s office to pay expenses incurred due to the transition of the new probate judge.

* The request from EMA Director Ellen Haynes for the approval of the FY09 EMPG Cooperative Agreement for $4,585 using state funds.

* Payment of monthly bills.

* A motion requiring Blake Phillips to attend QCI classes.

* Rescheduled a public hearing regarding the county’s Flood Damage Prevention Ordinance to Tuesday, April 14 at 9:30 a.m.

* A study on a bridge at the Beaver Ridge subdivision.

* A budget amendment for the Floodplain Department in overtime pay for the amount of $90.60.

* A motion creating a Temporary Operator I position.

* Contracts with the towns of Margaret, Odenville and Ashville for resurfacing, ditch work and hauling rock.
